Wenkai He, associate professor of social science at Hong Kong University of Science and Technology, is a noted political scientist of China and a scholar of comparative history. His first book, The Paths Toward the Modern Fiscal State: Early Modern England, Meiji Japan, and Qing China (Harvard University Press, 2013), won critical acclaim.

In this talk, Wenkai He examines the connections between state capacity, state legitimation and the expansion of political participation. He demonstrates how, in each case of early modern England (1533-1640), Tokugawa Japan (1640-1853) and Qing China (1684-1840), a public-interest-based discourse of state legitimation provided a common platform upon which state and society collaborated to provide public goods such as famine relief and large-scale infrastructural facilities. In this way, the state and society strove to overcome their respective weaknesses in attaining good governance. Each discourse of state legitimation entailed "passive rights" that allowed subordinates to justify their demands on the state to redress welfare grievances; these often took the form of collective actions. Conflicts between domestic welfare and other dimensions of public interest, however, could instigate cross-regional and cross-sectoral mass petitions for fundamental political reforms that were likewise justified by the state’s proclaimed duty to safeguard the public interest; these mass petitions might ultimately transform the state. Such a political "great divergence" occurred in England and Japan, but not in China.

Architecture of Multiverse and Virtual Travel: Pagodas of the Liao Empire (907-1125) Jessie K. Berlingo Wednesday, 10/11/2023, at 3:39 PM

The Buddhists of the Liao dynasty in northeast China created a new architectural design for the exterior of their pagodas (monuments that held Buddhist relics). This talk will explore the visual program of the pagodas and show how it reflects both Buddhist cosmology and the religion’s sacred geography. It will demonstrate how the conception of the monuments erases the boundary between the exterior and the interior spaces, to communicate to the viewer the essence of the Buddhist teaching about non-duality and emptiness. The physicality of the architectural space of the pagodas mattered less than the vision of virtual space.

Dr. Youn-mi Kim is a professor at Ewha Women's University in Seoul and a specialist on Chinese Buddhist art. She is currently completing her book Architecture of Virtuality: Liao Pagodas (907-1125).

The Tarikh-i Ḥamidi of Mullah Musa Sayrami (1836–1917) is celebrated as a monument of Uyghur literature and the preeminent Muslim history of nineteenth-century Xinjiang (East Turkestan). Yet it is more than a chronicle--it is a history of the world as seen from the heart of Eurasia and an argument about the nature of politics and faith. Sayrami’s work is also multilayered, polyvocal text, and one that bears recontextualization and rereading through different analytical approaches. This talk explores the Tarikh-i Ḥamidi in terms of its interaction with other Muslim and Chinese sources and as a colonial, transcultural text that advances insightful observations of Chinese power and new ideas about its workings.
