Alex Jingwei He is Karl Loewenstein Fellow and Visiting Associate Professor at Amherst College (January to June 2024).  He holds a tenured associate professorship at the Division of Public Policy of The Hong Kong University of Science and Technology where he also serves as the Acting Director of the Institute for Public Policy. Dr He received his PhD in public policy from the Lee Kuan Yew School of Public Policy, National University of Singapore. He specializes in policy process theories, health policy and governance, and social welfare reforms in East Asia. He has been ranked by Stanford University as the world's top 2% most cited scholars in the field of political science and public administration for two consecutive years.  Dr He is the Associate Editor of Policy and Society and Journal of Asian Public Policy.  As a policy scholar, he actively participates in policy advocacy. His op-eds appeared in leading newspapers including China Daily, South China Morning Post, Hong Kong Economic Journal, Ming Pao and Singtao Daily. He was interviewed by Financial Time, Phoenix TV, China Central Television, Straits Times, Radio Television Hong Kong, ATV, China National Radio, and CBS News in the US on various policy issues.
